Special access programs (SAP) are used for specific categories of information that require additional compartmentalization beyond a standard security clearance or sensitive compartmented information designations.
Federal employees, government contractors, and military personnel may be read into special access programs for particular parts of their jobs with the Department of Defense, the Intelligence Community, or the Department of Energy.

What Are Special Access Programs (SAP) and Who Needs Representation?

The SAP Nomination, Application, and Continuous Evaluation Process

Foreign influence. Foreign influences in an applicant’s life can create problems for SAP eligibility. Extensive foreign travel, connections to foreign nationals, foreign business interests or investments, or dual citizenship can lead to being denied SAP access, even if the person is able to maintain a security clearance.

Criminal Conduct. Any arrests, convictions, or other criminal conduct that falls under Guideline J are a problem for continued SAP access. An inability to follow federal, state, or local criminal law directly relates to the ability to
